Specialist Role Maps
The work is ongoing and progressing on the Specialist Role maps after finally agreeing a way to resolve the issues and aligning these role maps with those agreed at the National Joint Council.
Job Sizing
Alongside the work being carried on the specialist role maps there has also been some appeals lodged on the outcomes of the Job Sizing for the Watch Manager roles based at North Hull, Bransholme, Immingham, Bridlington and in Brigade Control. Following a meeting on the 26th September between Brigade Officials and ACO Hall the head of the Rank to Role Project these are now progressing after the issues raised regarding the appeals procedure and the information that has been suppllied by management have now been resolved.

The long running negotiations on rank to role and job sizing In Humberside are finally nearing a conclusion.
The FBU have been working on this for almost two years and were represented on the project by Region 4 EC member, Sean Starbuck and Brigade Chair Ian Murray. it was often a very complex project because when one issue appeared to be sorted it then raised several more. Special thanks go to Sean from all in Humberside and the other Brigades in Region 4 for using his ‘gained knowledge’ of the Rank 2 Role process and ensuring that any agreements did not fall outside of the Nationally agreed position.
The current position, after the assimilation and job-sizing process have been completed on the majority of roles, is as follows;
All operational roles will be paid at the ‘B’ rate despite some of them being job sized at the ‘A’ rate.
The operational roles sized at a ‘B’ rate will receive back pay, if they have currently been paid at an ‘A’ rate.
The operational roles sized at ‘A’ rate (1 pump Stations) will not receive any back pay BUT will be paid at the ‘B’ rate of pay as soon as some ‘within role enhancements’ have been agreed.
This is a great result for operational managers within the generic roles, some of whom will receive the differential payment backdated to November 2003.
There are various issues that still need to be dealt with surrounding this position, such as amendments to pension payments made to retired members, who previously occupied posts now sized at the ‘B’ rate of pay. This work should be completed by October / November 2007.
Outstanding issues
There are still several issues to address:
Control roles
They have been sized at the ‘A’ rate of pay and this will not be increased to the ‘B’ rate as is the case of other operational roles.
This position has not been agreed by the FBU and will be discussed at the forthcoming FBU meeting in service control. Members will be receiving the notification of managements’ decision, which will also outline the appeal mechanism that obviously will be utilised as well as the FBU’s request to reassess the process used in evaluating the job size of Control Section members.
Specialist roles
Another unresolved issue surrounds the specialist roles, which have also yet to be job sized. Work is continuing this week after managements first and second proposals were rejected by the FBU for being outside of the agreed National Joint Council role maps but following a meeting with management yesterday, officials are confident they will reach an agreed position for these roles.
The rank to role negotiations have been lengthy and frustrating for many of our members and unfortunately it hasn’t quite reached an end for a small minority, but they can be rest assured that the FBU will, as always be striving to achieve the best deal for them.
